"Dear workshop administrators" is probably closest. Leslie Howle and I (we are the workshop administrators) are the two who see the applications come in, and I respond to them (and log them in and send them to the readers).
The readers don't see any cover message you may send. Only the two of us do.
And really all I'm looking for is your contact info and to make certain the files came through okay.

It's probably just residual perfection from sending out queries and short stories, where salutations often do matter *g*
